# Governance Process

1. We notice an opportunity, tension, or problem. 
2. Does this fall under a existing DHO in the ecosystem's domain? 
   1. If yes, they have full authority to act.
   2. If not, we can trigger a role within the SEEDS Commons directly to take this on.
3. Is the opportunity, tension, or problem on-going? 
   1. If yes, we create a new organization to join the SEEDS Commons to hold this domain and authority. 
   2. If not, the role within the SEEDS Commons can come to an end.
