Citizens are the foundation to SEEDS and always retain the deciding power in how the ecosystem operates. However, it would be unreasonable to expect each Citizen to be aware-of and to make all the decisions necessary for an ecosystem to thrive. In this way, we needed to evolve systems for distributing decision-making power across the ecosystem while avoiding dangerously concentrating power or limiting the power of the Citizens.
The below is an overview of the current (and continually evolving) governance processes within the SEEDS Ecosystem.
The map below briefly shows how power is distributed and who holds decision making power across the core areas of the SEEDS Ecosystem.
The Citizens always hold the deciding power as they choose who fills any other roles of power and always retain the right to change any governance process through a Citizen-Referendum.
Financial decisions are made within the organization holding those funds and Citizens aren't expected to attempt to make financial decisions for a global economy, as people simply don't have the time to do so.
Citizens directly govern the protocols (ability to change any setting and decide what the values for each "X", "Y", "Z", "N" and "R" below are. Ideally governing these values occurs during the Regenerative Roundtables once a season and if we find a healthy pattern we may not need to change them very often.
In this way the Citizens are in control of the economic system (who gets rewarded for what and how much).
Block producers create the blockchain. If they colluded they have the technical capability of altering the data. For this reason authority is distributed amongst 21 block producers where 15 have to agree to make a change. By agreement block producers will make no changes to the SEEDS Ecosystem and should this occur the community has the power to remove those block producers, create a new blockchain (holding all the data minus whatever change was illegally made). In this way the ability for Block Producers to meaningfully make lasting alterations is removed.

First meeting on the governance vote implementation was held between Ash (RE), Nik (Hypha), Nadim (Samara) and Neil (MoM)
1. Changing the way people join Seeds and become Citizens: MoM will create teams of 3 Ambassadors, who will work with a team of upto 30 newbies (Called Hubs). They will invite (create Discord groups / Telegram groups), onboard and encourage newbies to plant, transact Seeds and get involved in the ecosystems for 59 days. After 59 days, they will conduct a Citizenship ceremony (short recording with brief interviews on vimeo) where the three will vouch for the newbies attending the meeting, making them citizens. Except invite and vouchin, most activities will be conducted without any blockchain update 2. Vouching can include memo field @Nikolaus Heger to work on including the vimeo links as a memo with vouches for tracking later on 3. Using D-Seeds as rewards for attending ceremony Because D-Seeds at the moment are not transferable, the idea is work on allowing D-Seeds to be used for Citizenship process. Updates on using Rainbow Tokens from Currency Working group / Tokenomics is being looked at Pending tasks: 1. Ash to check on Tokenomics / Currency working meetings and pass it on to the group 2. Nadim to check with Commons on the idea of allowing D-Seeds to be transferable (so that it could be used by in future for citizenship process) 3. Nik to review the governance documents and continue working on the SC changes 4. Neil to check with MoM for feedback on the changes suggested (with formation of Hubs and involvement of Ambassadors) 5. Ash to co-ordinate future interactions on this change

As a part of the implantation of governance referendum voted late last year, I am seeking 9 volunteers from the Seeds community (min 6, max any number, but 9 would be great!) to form the pilot 3 Neighbourhood hubs, described in part 1 of the proposal. These hubs, each with 3 facilitators will invite up to 30 newbies / members on discord / Telegram (after asking the usual introductory questions), onboard (i.e. answer their questions, help with transactions) and help them become Residents by requesting newbies to send invites to other newbies they’ve identified. After 59 days, they will conduct citizenship ceremonies (zoom / offline after video recordings – more on this below). Existing residents intending to become Citizens can join any of these Hubs by reaching out to these hub facilitators (The list will be provided later on). These pilot hubs will carry on their work parallel to the community initiatives, implying people can continue to invite their friends separately. Newbies who don’t wish to be a part of the hubs can also continue their own journey of understanding of the ecosystem till the system changes are implemented.
Any citizen (as long as there is no documented literature in the frauds thread connected to them) is welcome to become a hub facilitator, but priority will be given to people with Ambassador badges (to possibly understand how new community badges in part 3 of the proposal could be created). If there are more than 9 names, the additional names will join a backup list and can replace the original facilitator when they are exhausted or can’t continue. Additional hubs are expected to be formed in the future depending on the number of newbies and hub volunteers.
The pilot process will be managed by multiple people (i.e. without updating blockchain). I'm collecting the names of people through the google form below, seeking to know priorities. The pilot 3 hubs will simply be based on their motivation behind their SEEDS involvement. In future (refer to figure above), as we get more hub facilitators and newbie members, additional hubs will be formed on the basis of these priorities as well as other factors like the number of volunteers and number of newbies. The questionnaire will direct you to join one of the hubs. Volunteers are requested to join these hubs on the server Neil (MoM) has created with 3 hub threads (Link will be provided after the responses).
Each hub can organise citizenship ceremonies on any day, as per the convenience of all three hub facilitators and the Resident(s) intending to move up as a Citizen. These can be offline or online, subject to verifications by all three hub facilitators. Here are the recommended ceremony options:
A. The first is for all three facilitators to conduct a short Zoom video interaction for any Resident spending 59 days in the system, recording their journey highlights with SEEDS. This link needs to be updated on a memo field, which will be created by Nik. Video-camera on Zoom can be switched off if newbies provide a social media link, verified by all three hub facilitators
B. The Second option is for physical ceremonies, where at least 1 hub facilitator can physically meet newbies face to face (while the others join them through a Zoom recording), a recording of which should be posted in memo fields later on. Video-camera may be switched off if newbies provide a social media link, verified by all three hub facilitators
C. The third option is for physical ceremonies (e.g. in places without internet), as long as the Resident’s social media account has been verified by all three hub facilitators.
Despite budget issues, the SEEDS Changemakers programme is happily sponsoring 2000 Seeds to the Hub facilitators team for every person that becomes a Citizen, completes the Partnerism course (this can be completed in 3-4 hours), and joins a regenerative project in SEEDS within 3 months of Neighbourhood officially commencing. (NOTE: These rewards are only for pilot hubs, rewards for future hubs will be discussed after the economics proposal is implemented. The total number of 2000 Seed rewards is limited to 100)

You should get your hub name and link to Hub Server after you submit your responses (Please follow the instructions on the page because Google Script is slow). Participate in seasonal Regenerative roundtables A 2-3 day event every 3 months that is the start and end to each season. This is where all the commons organizations from the previous season shares updates and new organisations for the next season present what they're doing. This way there is one event where anyone in SEEDS is able to get updated on what's going on and potentially join one of the organisations presenting.
Participate in each governance season An occasional 3 month period where we focus on evolving our social systems. These only happen if the Citizens fund a team to run Citizen Assemblies on the governance topic (e.g. economics, governance, contribution scores, etc) to gain the wisdom needed to effectively craft and implement a change to our protocols.
Vote for the SEEDS Commons Organisations and help establish our ecosystem budget This is how Citizens collectively decide our priorities and direction (how we steer together). Because it's the organisations we fund that are going to be able to take action and move things forward.
Participate in setting up your own local economies and sharing learnings with the wider ecosystem The above responsibilities of Citizens have been drastically reduced to provide more time and space for us to focus on local regeneration and economic activation.
